JPA signs agreement with SCAQMD to prepare EIR

On June 24, 2008 the ICTF JPA and the South Coast Air Quality Management District (SCAQMD) finalized a Memorandum of Agreement (MOA) under which the SCAQMD will assist the ICTF JPA in the preparation of an Environmental Impact Report (EIR) for the proposed modernization project. The MOA cites the SCAQMD's experience in assessing air quality, noise, and lighting impacts and further recognizes that the SCAQMD has particular experience in analyzing health impacts of rail yard operations. Under the agreement the SCAQMD will provide their technical expertise in analyzing impacts of the proposed modernization project however the JPA will retain decision making authority as the lead agency under the California Environmental Quality Act (CEQA).
